Federal credit policies toward agriculture reflect the human values of maintaining the farm production sector largely as an industry characterized by small-scale, family farms. The Farmers Home Administration has implemented various credit programs designed to carry out this policy objective. As a result of the prolonged financial crisis in the farm economy, the agricultural community is becoming more aware of the controversies surrounding the mission of FmHA and its debt restructuring program. This paper discusses the debt restructuring program administered by (...) the Farmers Home Administration (FmHA), as authorized by the Agricultural Credit Act of 1987, and amended by the recently enacted Farm Bill of 1990. It discusses the key provisions of the Agricultural Credit Act authorizing FmHA to establish a debt restructuring and debt forgiveness program aimed at achieving the public policy objective of keeping financially stressed farmers in business, whenever possible.In the course of reviewing the restructuring program, FmHA officials and congressional committees reviewed the FmHA's mission and its program implementation. This review indicated that several unintended negative consequences resulted from several abuses stemming from inadequate administrative mechanisms and controls and conflicting legislative objectives of debt forgiveness and federal tax policy. In enacting the 1990 Farm Bill, Congress sought to reorient FmHA's mission to a temporary source of credit and to eliminate various abuses associated with the implementation of FmHA's debt restructuring program. The 1990 Farm Bill reflects an effort by Congress to address some the controversies surrounding federal credit policies toward agriculture. Although Congress placed limits on debt restructuring, the overall public policy objective of maintaining a family-farm posture in the agricultural sector continues to be an important social value. We defend a functionalist approach to emotion that begins by focusing on emotions as central states with causal connections to behavior and to other cognitive states. The approach brackets the conscious experience of emotion, lists plausible features that emotions exhibit, and argues that alternative schemes are unpromising candidates. We conclude with the benefits of our approach: one can study emotions in animals; one can look in the brain for the implementation of specific features; and one ends up with an architecture (...) of the mind in which emotions are fully accommodated through their relations to the rest of cognition. Our article focuses on arguing for this general approach; as such, it is an essay in the philosophy of emotion rather than in the psychology or neuroscience of emotion. (shrink)

Our approach to emotion emphasized three key ingredients. We do not yet have a mature science of emotion, or even a consensus view—in this respect we are more hesitant than Sander, Grandjean, and Scherer or Luiz Pessoa. Relatedly, a science of emotion needs to be highly interdisciplinary, including ecology, psychology, neuroscience, and philosophy. We recommend a functionalist view that brackets conscious experiences and that essentially treats emotions as latent variables inferred from a number of measures. The significance of the behavior of biological entities cannot be fully explained in terms of the physical and chemical processes upon which contemporary biological and medical research depends. The characteristic proper of biological entities is that they are systems marked by ‘inwardness’, that is, a capacity to interpret meanings in order to reach goals. The psychological and neurobiological processes underlying moral judgement have been the focus of many recent empirical studies1–11. Of central interest is whether emotions play a causal role in moral judgement, and, in parallel, how emotion-related areas of the brain contribute to moral judgement. Here we show that six patients with focal bilateral damage to the ventromedial prefrontal cortex (VMPC), a brain region necessary for the normal generation of emotions and, in particular, social emotions12–14, produce an abnor- mally ‘utilitarian’ pattern of (...) judgements on moral dilemmas that pit compelling considerations of aggregate welfare against highly emotionally aversive behaviours (for example, having to sacrifice one person’s life to save a number of other lives)7,8. In contrast, the VMPC patients’ judgements were normal in other classes of moral dilemmas. These findings indicate that, for a selective set of moral dilemmas, the VMPC is critical for normal judgements of right and wrong. Cognitive test batteries are widely used in diverse research fields, such as cognitive training, cognitive disorder assessment, or brain mechanism understanding. Although they need flexibility according to their usage objectives, most test batteries are not available as open-source software and are not be tuned by researchers in detail. The present study introduces an open-source cognitive test battery to assess attention and memory, using a javascript library, p5.js. Because of the ubiquitous nature of dynamic attention in our daily lives, it is (...) crucial to have tools for its assessment or training. For that purpose, our test battery includes seven cognitive tasks, common in cognitive science literature. By using the test battery, we conducted an online experiment to collect the benchmark data. Results conducted on 2 separate days showed the high cross-day reliability. Specifically, the task performance did not largely change with the different days. Besides, our test battery captures diverse individual differences and can evaluate them based on the cognitive factors extracted from latent factor analysis. Since we share our source code as open-source software, users can expand and manipulate experimental conditions flexibly. Our test battery is also flexible in terms of the experimental environment, i.e., it is possible to experiment either online or in a laboratory environment. (shrink)

It is also unclear how such a view distinguishes emotions from states such as hunger and thirst. A complementary approach to understanding emotions may begin by considering emotions as aspects of social cognition.

The elections of Harold Washington and Wilson Goode, along with the near election of Mel King, have generated new speculations about black urban adminstrations. The tacit assumptions here concern the significance of these administrations for racial democracy in the U.S. The fact that a black or Hispanic candidate is elected mayor is taken as evidence of “progress.” Presumably, if an electorate selects a candidate, that candidate must have been able to transcend previously insurmountable boundaries to galvanize a winning coalition. This (...) view, of course, does not account for the fact that blacks tend overwhelmingly — unless black candidates are woefully pock-marked politically — to vote black and whites are just as likely to vote white. Afro-American social thought lost its critical thrust in the 1970s, when the American state incorporated the organizing principles of civil rights/black power politics. Since that time the protest activism grounding black social thought has floundered in a contradiction. On the one hand, protest requires an alienated outsider evoking the specter of disruptive mobilization. On the other hand, racial politics has assumed the character of negotiated agreements among elites whose legitimacy derives from official positions within the corporate-state nexus, but neither what (...) is negotiated nor the negotiators themselves are amenable to mass mobilization. The former generally are not mass issues (e.g., magnitude of minority set-asides in contract letting), and the latter, structured in the environment of officialdom and rational administration, shrink from popular participation. A central source of socially meaningful signals is the face, which can be visually analyzed to understand a person's emotions, intentions, beliefs, and desires, along with information about that person's social status, approachability, age, and gender. This article reviews the neural basis of the perception of such signals in humans, focusing on facial expression and gaze, and touching on lesser-studied signals such as pupil dilation and blushing. It discusses the involvement of structures such as the insula, orbitofrontal cortex, amygdala, and (...) superior temporal gyrus, which are studied in some detail with respect to how they process social stimuli. It reveals that social perception also involves information from other modalities and depends on the context in which signals occur. (shrink)

Psychiatric and neurological disorders have historically provided key insights into the structure-function rela- tionships that subserve human social cognition and behavior, informing the concept of the ‘social brain’. In this review, we take stock of the current status of this concept, retaining a focus on disorders that impact social behavior. We discuss how the social brain, social cognition, and social behavior are interdependent, and emphasize the important role of development and com- pensation. We suggest that the social brain, and its (...) dysfunction and recovery, must be understood not in terms of specific structures, but rather in terms of their interaction in large-scale networks. Studies of normal individuals reveal an asymmetry in the folk concept of intentional action: an action is more likely to be thought of as intentional when it is morally bad than when it is morally good. One interpretation of these results comes from the hypothesis that emotion plays a critical mediating role in the relationship between an action’s moral status and its intentional status. According to this hypothesis, the negative emotional response triggered by a morally bad action drives the attribution (...) of intent to the actor, or the judgment that the actor acted intentionally. We test this hypothesis by presenting cases of morally bad and morally good action to seven individuals with deficits in emotional processing resulting from damage to the ventromedial prefrontal cortex (VMPC). If normal emotional processing is necessary for the observed asymmetry, then individuals with VMPC lesions should show no asymmetry. Our results provide no support for this hypothesis: like normal individuals, those with VMPC lesions showed the same asymmetry, tending to judge that an action was intentional when it was morally bad but not when it was morally good. Based on this finding, we suggest that normal emotional processing is not responsible for the observed asymmetry of intentional attributions and thus does not mediate the relationship between an action’s moral status and its intentional status. Motor development – traditionally studied in WEIRD populations – falls victim to assumptions of universality similar to other domains described by Henrich et al. However, cross-cultural research illustrates the extraordinary diversity that is normal in motor skill acquisition. Indeed, motor development provides an important domain for evaluating cultural challenges to a general behavioral science.

Carlo Levi was a painter, writer, and antifascist Italian from a Jewish family, and his political activism forced him into exile for most of the Second World War. While in exile, he wrote _Christ Stopped at Eboli_, a memoir, and _Fear of Freedom_, a philosophical meditation on humanity's flight from moral and spiritual autonomy and our resulting loss of self and creativity. Brooding on what surely appeared to be the decline, if not the fall of Europe, Levi locates the human (...) abdication of responsibility in organized religion and its ability to turn the sacred into the sacrificial. In doing so, he references the entire intellectual and cultural estate of Western civilization, from the Bible and Greek mythology to Sigmund Freud and Carl Jung. This edition features newly published pieces of Levi's artwork and the first English translation of his essay "Fear of Painting," which was appended to a later publication of the work. It also includes an introduction that discusses Levi's life and enduring legacy. Written as war clouds were gathering over Europe, _Fear of Freedom_ not only addresses a specific moment in history and a universal, timeless condition, but it is also a powerful indictment of our contemporary moral and political failures. Background:Stress can frequently occur in the driving context. Its cognitive effects can be deleterious and lead to uncomfortable or risky situations. While stress detection in this context is well developed, regulation using dedicated advanced driver-assistance systems (ADAS) is still emergent.Objectives:This systematic review focuses on stress regulation strategies that can be qualified as “subtle” or “mindless”: the technology employed to perform regulation does not interfere with an ongoing task. The review goal is 2-fold: establishing the state of the art on such (...) technological implementation in the driving context and identifying complementary technologies relying on subtle regulation that could be applied in driving.Methods:A systematic review was conducted using search operators previously identified through a concept analysis. The patents and scientific studies selected provide an overview of actual and potential mindless technology implementations. These are then analyzed from a scientific perspective. A classification of results was performed according to the different stages of emotion regulation proposed by the Gross model.Results:A total of 47 publications were retrieved, including 21 patents and 26 studies. Six of the studies investigated mindless stress regulation in the driving context. Patents implemented strategies mostly linked to attentional deployment, while studies tended to investigate response modulation strategies.Conclusions:This review allowed us to identify several ADAS relying on mindless computing technologies to reduce stress and better understand the underlying mechanisms allowing stress reduction. Further studies are necessary to better grasp the effect of mindless technologies on driving safety. However, we have established the feasibility of their implementation as ADAS and proposed directions for future research in this field. (shrink)

The new science has given some of its representatives the will to try out new conceptions of the organism. “Behavior” combines structure and function in a new (...) whole, and it promises to overcome the separation between individual and environment, for a larger synthesis brings more comprehensive phenomena into view. Alsatian engineer Gustave-Adolphe Hirn is best known to historians of science for his experimental determination of the mechanical equivalent of heat, first published in 1855. Since the 1840s, that equivalent has been closely associated with the conservation of energy, indeed often conflated with it. Hirn was one of Thomas Kuhn’s twelve ‘pioneers’ whose work he deemed relevant to the ostensible ‘simultaneous discovery’ of energy conservation. Yet Hirn never wholeheartedly embraced energy conservation. After reviewing his experimental work, his philosophical reflections, and (...) his response to developments in heat theory, this article identifies three factors as having played central roles in this regard: Hirn’s deepest concerns were ontological, not energetic; none of the concepts basic to his natural philosophy were appropriate stand-ins for a quantitatively conserved energy; and, accurately reflecting the most common interpretation of the principle of the conservation of energy from the 1860s on – as exemplified already by Helmholtz in 1847 – Hirn associated its corpuscular-mechanical underpinning with the despiritualizing materialism he saw as dominating contemporary science. Hence although Hirn’s natural philosophy embraced sentiments quite in the spirit of the conservation of energy, he never explicitly subscribed to that principle. (shrink)

They began with careful histories of the patient’s complaints and his or her daily life course, customary activities, typical foods and beverages imbibed, and the exacerbation or relief of symptoms associated with any or all of these. They also asked questions about his physical and social environment. They carefully looked for any clinically pertinent signs, and might physically examine the patient or his excretions. Often doctors worked closely with physical trainers, to whom they sent their patients. Galen, despite his humoral and anatomical pathologies, was similarly holistic or functionalist. He resorted to a variety of physical examinational methods while also attending to the patient’s mental/emotional status. He described one case where he was attending a woman for syncopal episodes. His examinations of her included his customary attention to the pulse. During one evening session, a servant entered and happened to mention that he had just seen the handsome Pylades dancing. Adolphs and Andler’s methodological functionalism recommends that affective science focuses on what emotions do rather than on what emotions are physically constituted by or how emotions feel. In addition, it is suggested that the functional roles of emotions should be extrapolated from a set of “features” emotions intuitively appear to have. In this brief commentary, I discuss both prescriptions, focusing on the concept of function and on the role folk psychological platitudes should play in a functionalist theory of emotions.

In an attempt to create a progressive and humanistic form of eugenics, Pinard links the science he was developing with the imperatives of social justice advocated by Bourgeois. This results in, on the one hand, the subordination of puericulture to principles of equality and fundamental rights for all individuals and, on the other, the idea of the need for a biological enhancement of the population as (...) a condition for the extension of liberty and solidarity. The first part of the article establishes a connection between the two authors through the neo-Lamarckian paradigm which they spoused, and details the how and the why of solidarism. A second part examines the nature of the assimilation of the “religion of humanity” into solidarity, which entails both the defence of love at a collective level and the sanctity of those deemed “abnormal”. A final part describes the solidarist-inspired levers envisaged by Pinard for preventing the degeneration of humanity. They are based on a redefinition of the criteria used to determine the value of the social function of the individual and have an impact on the family, on the one hand, and eugenic women on the other.
